MCICOM Contracting-Guidance/Policy

Marine Corps Installations Command Bulletin (MCICOMBul) 4200, “Fiscal Year 2019 Contract Execution and Purchase Request Guidance,” 02 October 2018, establishes the Fiscal Year 2019 cut-off dates for contracting support and purchase request submissions. If you have an upcoming option included in a contract, you must submit the following documents to MCICOM Contracting at least 60 days prior to current period of performance end:

  • Purchase Request (PR)
    PR submitted in PR Builder with funding to cover cost of option period. PR CLIN breakdown needs to match the CLIN structure in the Contract.
  • Statement of Need
    Fill out & sign template (see Template page). Requiring Agency must submit this information to demonstrate there is a continuing need for the services/supplies.
  • Service Requirements Review Board (SRRB) Approval
    If requirement > $250K (SAT), SRRB approval is required for each option period.
  • Information Technology Procurement Request/Review and Approval System (ITPRAS) Approval
    Only needed if the supplies/services are IT-related.
