Can I request a license plate for a vehicle I pulled out of DRMO?
Per MCO 11240.106C, DC I&L (LF) will not provide official registration numbers for vehicles and equipment that it did not fund or authorize. Only installation fleet managers are authorized to obtain equipment from Defense Reutilization and Marketing Office (DRMO). DC I&L (LF) will only consider requests for registration numbers for DRMO equipment from installation fleet managers.
What is the licensing process?
Are contractors authorized to drive non-tactical vehicles (NTVs)?
Per DODM 4500.36, DoD contractor employees assigned to operate either U.S. Government-owned or -leased equipment in performance of their contract will be certified, by the contractor and at the contractor’s expense, as being fully qualified to operate the NTVs or other equipment to which they are assigned.
Who authorizes domicile to duty?
Per MCO 11240.106C, Commanding Officers are authorized to grant Domicile to duty.
How can I get toll road tickets paid for POC?
How do I submit a claim as a civilian?
Per MCO 11240.106C, requests for accident reports should be referred to the installation or activity’s Staff Judge Advocate’s Office. Drivers shall not make official accident investigation reports available to a claimant, or to any individual or representative of any non-Marine Corps organization other than civil law enforcement authority while at the scene of the accident. Any correspondence regarding an accident which involves a POV or public property should be addressed to the Staff Judge Advocate’s Office.
How do you acquire E-Z Pass for government vehicles?
Who do I need to call to make a claim against the government?
To make a claim against the government, Marines can contact their local SJA Office/TORT Claims.
My Marine hit an NTV with an NTV in my motor pool, who does the investigation?
Per MCO 11240.106C, Installation or activity commanders shall initiate an investigation for each accident involving Marine Corps owned or leased equipment and make a determination concerning the cause(s) and surrounding circumstances, including how to prevent a reoccurrence, and report to the operating command.
Do I need a letter of nonavailability before requesting a short-term rental?
Per MCO 11240.106C, the contracting office shall not lease vehicles until after obtaining an authorization letter from the fleet manager.
How do I purchase fuel for NTVs?
Per MCO 11240.106C, fleet cards may be used for purchasing fuel, oil, vehicle accessories, repair, and authorized emergency roadside assistance services.
Can contractors request a government owned vehicle for official use?
Per DODM 4500.36, NTVs may be provided to DoD contractors in accordance with Defense Federal Acquisition Regulation System Procedures, Guidance and Information, Part 245. DoD Components that provide contractors with U.S. Government-owned-or -leased NTVs are responsible for ensuring that such NTVs are used only for the performance of the contract. Contractors are prohibited from using such NTVs for DTD transportation.
How are government owned vehicles insured?
All government owned vehicles are self-insured.
How can I obtain NTVs for special use/events?
Do I have to be in uniform when operating an NTV?
Per MCO 11240.106C, active-duty personnel shall wear appropriate military uniform while operating government vehicles. Under unusual circumstances, installation or activity commanders may authorize the wearing of appropriate civilian attire, if such attire is better suited to the mission.
Who can drive/ride in a government owned vehicle?
Per MCO 11240.106C, military and civilian personnel, meaning federal civilian employees, while in an official travel status, TDY/TAD, may operate government owned, leased, or commercial rental vehicles for official business, provided they possess a valid state driver’s license for the type and class of vehicle they are to operate and travel orders that authorize the use of a government vehicle.

How can I get my personnel trained on NTVs (forklifts, 4x4, platform lift)?
To obtain NTV training, fleet managers should contact their unit licensing office.

Can I take a government owned vehicle to lunch/dinner/home?
A government owned vehicle can be utilized for lunch/dinner only with a TAD status that is away from permanent duty station.
Do all vehicles have telematics?
All vehicles do not have telematics installed in them.
Can I use NTVs in support of unit functions not located on a military installation?
Yes, an NTV can be used for official unit functions that are not located on a military base with approval from the Fleet Manager.
Why does my vehicle have telematics?
Telematics combines telecommunications and informatics to send, receive, and store data connected with fleet vehicles. Data generated by telematics helps fleet managers to optimize their fleets. Optimization can achieve cost savings in maintenance, driver behavior, reporting, fuel use, idling, and inventory management. Adoption of telematics will increase savings by providing information to reduce fleet size, fuel use, misuse of vehicles, and unnecessary or insufficient maintenance.

Can I use unit funds to purchase an NTV?
Per MCO 11240.106C, unauthorized local procurement of NTVs with other than PMC funds is a violation of the Anti-Deficiency Act and DC I&L (LF) will not issue USMC NTV registration numbers or license plates, until appropriate controls have been implemented to ensure that unauthorized procurements will not reoccur.

Why can’t a unit/section use unit funds to purchase vehicles/equipment?
NTVs are centrally managed and may only be purchased legally with PMC dollars.
