Executive Director, Marine Corps Installations Command
SES James B. Balocki

Mr. James Balocki is currently serving as the Executive Director, Marine Corps Installations Command.  In that role he is responsible for supporting the Commander in executing operation of 25 bases worldwide with a $4 billion annual budget, and overseeing a military and civilian workforce of over 30,334.    

Mr. Balocki has held six prior SES positions over the past twelve years; he was assigned to this position in January 2023.

Mr. Balocki previously served at the Department of the Navy as Principal Deputy Assistant Secretary of the Navy for Energy Installations and Environment and Deputy Assistant Secretary of the Navy for Installations, Energy and Facilities. In those capacities he was the principal advisor to the Secretary of the Navy and Assistant Secretary of the Navy (Energy, Installations and Environment) on Navy and Marine Corps policies and legislation related to military construction, environment, safety, climate, energy, installation facilities sustainment, restoration and modernization; acquisition, use and disposal of real property and facilities.

Mr. Balocki served as the Chief Executive Officer and Director Services and Installations for the US Army Reserve at Fort Bragg, NC from 2014 through 2016.  In that role, he was responsible for all aspects of civilian human resources; information technology, network and computer systems; procurement and acquisition; infrastructure investments; and facilities operations worldwide.

Mr. Balocki held two senior executive service positions with the US Army Corps of Engineers in Washington, DC, where he was responsible for engineering, infrastructure, environmental, scientific, and technical support to the military departments, geographic combatant commands, U.S. embassies; federal, state and local government agencies; foreign governments; and non-governmental organizations. 

Mr. Balocki deployed to Afghanistan in 2011, serving at Headquarters, US Forces in Kabul, Afghanistan.  He oversaw US and NATO construction programs to establish Afghan National Army and Police forces.  He also worked with the State Department, US Agency for International Development, and the Government of Afghanistan.

Mr. Balocki was selected to the Senior Executive Service in July 2009 after completing a 28 year military career as an Engineer Officer in the Army.

Mr. Balocki’s significant training includes attending the National Defence College, Islamabad, Pakistan; CAPSTONE, National Defense University; and Senior Executive Fellow, Harvard University.  He holds master’s degrees in Civil Engineering, Systems Management, and Defence and Strategic Studies. 

Mr. Balocki maintains an active Professional Engineer license in the Commonwealth of Virginia.  His awards and decorations include the Meritorious Civilian Service Award, Army Engineer Regiment, Silver deFluery Medal, Legion of Merit, and American Society of Civil Engineers “Best Practice Paper.”
