Secretary of the Navy Recognizes Marine Corps Bases for Excellence in Energy Security

The Secretary of the Navy (SECNAV) recently awarded two Marine Corps bases – Marine Corps Base (MCB) Camp Butler and Marine Corps Logistics Base (MCLB) Albany – the 2021 Energy Excellence Award for their outstanding contributions to energy security, new technology, innovation, program management, and efficiency within the federal government. This recognition is yet another example of how Marine Corps installations are dedicated to improving energy security by modernizing infrastructure, building energy resilience, and reducing energy intensity across its installations.

“I’m honored to extend my congratulations to this year’s Marine Corps winners,” said CAPT Michael Kenney, Marine Corps Installations Command Facilities Director. “These installations are pioneering new, innovative ways to build energy security and ensure reliable access to energy where and when needed for mission success and upholding a tradition of energy resilience.”

In the large installation category, MCB Camp Butler won the Fiscal Year (FY) 2021 SECNAV Energy Excellence Award for its commitment to sustained excellence in energy program management, improving resilience and reliability, and overall facility management. Camp Butler has lead the way in pioneering Energy Resilience Readiness Exercises (ERREs), hosting an ERRE working group and executing several building-level ERREs throughout 2020 as part of a “crawl, walk, run” approach to mitigate potential threats to mission assurance. Another significant accomplishment in FY 2020 includes completing their cybersecurity assessment for their utility and energy management control systems. By the end of FY 2020, MCB Camp Butler reduced its energy use intensity by 4 percent compared to FY 2015 baseline and potable water intensity by 12 percent compared to the FY 2007 baseline.

In the small installation category, MCLB Albany won the FY 2021 SECNAV Energy Excellence Award for its achievements in policy implementation, reductions in energy and water intensity, cybersecurity, and overall commitment to energy security planning. In FY 2020, the installation nearly reached its goal of covering all critical building energy loads in the event of an outage by increasing its sources of on-site generation.

Additionally, Albany is completing an 8.5MW smart grid-enabled biomass steam-to-electric generator to complement 4.1MW from dual landfill-gas generators, 24MW of backup generators, and a 44MW solar farm to support its regional outage priority. Additionally, Albany benefits from its ground source heat pump systems that produce over 50 percent in utility savings by eliminating a water-cooling requirement. By the end of FY 2020, MCLB Albany had reduced its energy use intensity by over 29 percent compared to FY 2015 baseline and potable water intensity by 55 percent compared to the FY 2007 baseline.

The U.S Marine Corps commends these two bases on their achievements and their dedication to energy security and improving the reliability, resiliency and efficiency of mission critical assets.
