Colonel Wilfred Rivera

Colonel Wilfred Rivera is currently serving as the Chief of Staff, Marine Corps Installations Command (MCICOM) in Washington DC. Colonel Rivera is a graduate of Texas A&M University and holds a Bachelor of Arts degree in Political Science. He attended The Basic School (Fox Company) in Quantico, Virginia and in 1996 was subsequently appointed as a Logistics Officer. After completion of the Logistics Officers Basic Course at Naval Amphibious Base Little Creek, Virginia, he was assigned to Marine Wing Support Squadron 171 (MWSS-171), Marine Wing Support Group 17 (MWSG-17), 1st MAW, III Marine Expeditionary Force (MEF) in Iwakuni, Japan from July 1997 to June 2001. While at MWSS-171 he served as Motor Transportation Platoon Commander, Headquarters Platoon Commander, Plans Officer, Assistant Operations Officer, and Logistics Officer. He was meritoriously augmented by the Commanding General, 1st MAW. While in Iwakuni, Japan he completed the Warfighting non-resident program; the Amphibious Warfare School non-resident program; the Weapons and Tactics Instructor’s (WTI) Course in Yuma, Arizona; and a dual Masters degree in International and General Management from Troy State University. In June 2001, Colonel Rivera was assigned to Combat Service Support Detachment 36 (CSSD-36) where he served as Logistics Officer, Operations Officer, and Executive Officer. In 2003, Colonel Rivera was assigned to Headquarters Marine Corps, Installations & Logistics (I&L), Logistics Plans, Policies, and Strategic Mobility Division. He served with the Logistics Vision and Strategy Branch and the Life Cycle Management Branch. He also served as the Staff Secretary to the Supply and Storage Joint Cross Service Group. In addition, he deployed to Monrovia, Liberia in support of the United States Military Operations Group (USMOG) as a Plans Officer for the United Nations Mission in Liberia (UNMIL). He also completed the Financial Planning Certificate Program from Georgetown University in Washington DC.
In 2006, Colonel Rivera was assigned to 2d Marine Logistics Group (2d MLG), Combat Logistics Regiment 27 (CLR-27) in Camp
Lejeune, North Carolina. He deployed as the AC/S G4, 2d MLG (Forward) in support of Operation IRAQI FREEDOM 06-08. Upon his
return, he was assigned as Commanding Officer, General Support Motor Transport Company, Combat Logistics Regiment 2 (CLR-2). In
January 2010, he deployed in support of Operation IRAQI FREEDOM 09 as Staff Secretary to the Commanding General, II Marine
Expeditionary Force (II MEF) (Forward). In June 2010, Colonel Rivera was assigned to Headquarters European Command (EUCOM) J4
in Stuttgart, Germany. While there he supported Operation ODYSSEY DAWN/UNIFIED PROTECTOR. He served as the Logistics
Subject Matter Expert for the train and equip mission of countries providing support to the International Security Assistance Force –
Afghanistan (ISAF-A) in support of Operation ENDURING FREEDOM and as Logistics Director of the Combined Coordination
Center. He completed the Joint Forces Staff College at Norfolk, Virginia and is designated a Joint Qualified Officer (JQO).
In July 2013, he commanded Combat Logistics Battalion 15 (CLB-15), 15th Marine Expeditionary Unit (15th MEU), I Marine
Expeditionary Force (I MEF), Camp Pendleton, California. He was also dual-hatted as Commander of Troops, USS Rushmore (LSD-47)
when he led his battalion as part of the 15th MEU deployment WESTPAC 15.1 which supported Operation INHERENT RESOLVE. He
completed the Advanced International Protocol Course from the Protocol School of Washington in Washington DC.
In February 2016, he was assigned as a student to the NATO Defense College (NDC) foreign Professional Military Education (PME) in
Rome, Italy. Upon Top Level School (TLS) graduation, he became an Anciens of the college and assigned as Branch Chief, Strategy
Division, Logistics Directorate (J4), Headquarters EUCOM in Stuttgart, Germany.
While there he supported Operation STEADFAST PROTECTOR. He served as the logistics change agent strategist working with the
North Atlantic Treaty Organization (NATO), European Union (EU), Partnership for Peace (PfP) nations, Joint Logistics Enterprise, Non-
NATO Organizations, Industry, and EUCOM Components to enable the Supreme Allied Commander Europe (SACEUR) Area of
Responsibility (AOR).
In August 2018, Colonel Rivera was dual-hatted as the Assistant Chief of Staff G-4 (AC/S G4) and the AC/S Aviation Ground Support
(AGS), 1st Marine Aircraft Wing (MAW) in Okinawa, Japan.
In August 2019, he commanded, Marine Depot Maintenance Command (MDMC) in Albany, GA and became a graduate of the Aviation
Industrial Readiness Program (AIR-P), Disruptive Strategy course, and Strategy and Policy course.
Colonel Rivera’s personal decorations include the Legion of Merit, the Bronze Star Medal, the Defense Meritorious Service Medal (with
oak leaf in lieu of second award), the Meritorious Service Medal (with three gold stars in lieu of fourth award), the Joint Commendation
Medal, the Navy and Marine Corps Commendation Medal, the Joint Achievement Medal, the Army Achievement Medal, the Navy and
Marine Corps Achievement Medal, and the Outstanding Volunteer Service Medal. He earned the German Armed Forces Proficiency
Badge (GAFPB) – Gold. Col Rivera was also inducted into the Puerto Rico Distinguished Veteran's Hall of Fame, Class of 2021.
